The past
Hong Kong's first Chief Executive was Tung Chee Hwa (1st July 1997 to 12th March 2005). Tung was loyal and dedicated. Unfortunately, he failed to command his team. He was unable to implement his plans. This was either because his plans were flawed, or because of poor management. However, no one doubted that he cared about the future of Hong Kong and China. He did his best with passion.

The current
The second and current Chief Executive is Sir Donald Tsang (1st July 2005-1st July 2012). He is a coordinator rather than a leader. It is not clear what his visions are, or if he has any. He tries to please everyone, in proportion to their influence on his personal position. He has not made any major mistakes so far. But that is where the problem lies. 'Anyone who has never made a mistake has never tried anything new', said Einstein. Sir Donald Tsang has so far been bailed out by Beijing, who has given Hong Kong more than a fair share of support. Such support has covered his glaring failure.

The future
Hong Kong needs a leader who leads, not someone who just wants to "do a good job", as Sir Donald Tsang aspired. Hong Kong needs someone who cares about Hong Kong, someone who cares enough to stick his/her neck out for policies that he/she believes in. Hong Kong needs someone with conviction in implementing policies that he/she believes in, someone who is able to stand up against pressure. Most importantly, he/she must be fully supported by Beijing.
